E T T E R S Preserve precious water The California Coastal Commission, in cooperation with Monterey County is initiating its first Periodic Review of the Local Coastal Program (LCP) since 1988. Monterey County has developed its "Draft, 21st Century Monterey County General Plan" covering unincorporated areas. Water--its quantity and quality--were the chief concerns expressed by the designated areas involved. No plan is viable without adequate water. One wonders if the thousands of man-hours spent on this plan would not be better spent convincing our residents that years of drought are inevitable and will be catastrophic to our housing, health and economy. Now is the time for our politicians and bureaucrats to act, pick one or more solutions and once and for all solve our water problem. The Water Management District has done everything in its power to present solutions. All of them have been turned down by our citizens. Their elimination of the transfer of water credits will conserve our precarious supply. Voters must make their decision for water candidates. Robert W.
